The Parish of Harlow was a civil Parish of Epping Rural District Council until 1955 when a new Parish, the Urban District of Harlow was formed out of the parishes of: Great Parndon, Little Parndon, Netteswell, Latton and Harlow These parishes made up part of the "Harlow hundred." Most of the land that is within the parishes became part of Harlow New Town, although large sections of the southern parts still remain in Epping Rural District Council. As a rough guide, any land South of Harlow Common (located in Harlow Parish) is part of Hastingwood, and comes under Epping Rural District Council. In Latton Parish, land south of Latton Common is also part of Epping rural district council. This can cause some confusion in to days world as people assume the M11 Motorway junction and the road leading into Harlow from the Motorway is in Harlow, when it comes under Epping Rural District Council, approximately only the last 120 meters of the road leading to Harlow is within Harlow's boundaries.
